OSMU: partnership with China

Russia and China: for benefits of Public Health
 
OSMU conducted talks with Chinese colleagues on cooperation.
On May 26th, 2017 Interim Rector of Omsk State Medical University, Professor Vitaly OKHLOPKOV met with Mr. Pa SHA, Head of the Department of International Cooperation of the Sixth Affiliated Hospital of Xinjiang Medical University (China).
 
The People’s Republic of China and the Russian Federation have had long-term good neighborly relations; both countries have accumulated a huge experience in the field of Public Health. Currently, there is a favourable climate for developing partnership relations due to the decision of the heads of states to develop the strategic cooperation.  The parties discussed possibilities of cooperation in the field of Public Health and Medicine to improve public health in both countries.
The matter of cooperation is to exchange work experiences between OSMU and Xinjiang Medical University.
 
The framework of interaction is various: training of specialists, holding of seminars, cooperation in curricular, research and medical activities, organization of internships and many other activities. The result of talks was an intention to sign a bilateral agreement.
OSMU has already had a positive experience in relations with China: in 2015 Omsk State Medical University joined the Russian-Chinese Association of Medical Universities; every year OSMU students do internships in China, take part in research conferences. The agreement with Xinjiang Medical University will allow for expanding cooperation and making it more productive and diversified.   
 
OSMU: partnership with China
The agreement on scientific and educational cooperation was signed between Omsk State Medical University and Sixth Affiliated Hospital of Xinjiang Medical University.
 
On June 24th, 2017 Interim Rector of OSMU, Professor Vitaly OKHLOPKOV met with the administration of the Sixth Affiliated Hospital of Xinjiang Medical University.  The result of the second visit of the Chinese party to Omsk was signing of the agreement on scientific and educational cooperation.
 
Within the framework of cooperation, we are planning the academic exchange between students, teachers, and doctors, as well as the creation of the Centre for Chinese Medicine in Omsk, where doctors from across Russia will be able to complete professional retraining in traditional Chinese medicine (acupuncture, manual therapy, phytotherapy, aromatherapy and others).  The advanced professional training in Omsk Centre will be conducted by Chinese specialists, and the result of training will be the certificate in Traditional Chinese Medicine issued by OSMU.
 
The Chinese delegation represented by Head Physician of the Sixth Affiliated Hospital of Xinjiang Medical University, Professor of Traditional Chinese Medicine Khan RON and Deputy Head Physician of the Sixth Affiliated Hospital of Xinjiang Medical University, Professor Shao GUOXI have been excited about the proposed initiatives.
 
The next step is a return visit of the delegation from OSMU to Ürümqi in order to discuss in details the mechanisms of the agreement implementation with Rector of Xinjiang Medical University.
 
Cooperation with China: Agreement signed
 
Within the framework of the Russian-Chinese Association of Medical Universities and the Association “The Council of Rectors of Medical and Pharmaceutical Higher Educational Institutions”, Omsk State Medical University and Xinjiang Medical University signed a cooperation agreement on science and education in the sphere of medicine.  
 
OSMU delegation represented by Interim Rector, Professor Vitaly OKHLOPKOV and Vice-Rector for Postgraduate Education, Professor Valery SOVALKIN visited Xinjiang Medical University on October 12-13, 2017, got acquainted with the work of the clinics, the structure and organization of the educational process, and held talks with the University administration.
Xinjiang Medical University is located in the city of Urumqi, the administrative center of the Xinjiang Uygur Autonomous Region of the People's Republic of China. It was founded in 1956, when the first buildings of the University and clinics were built by the specialists from St. Petersburg.
 
Currently, this is a large University (25,898 students, 16,584 employees) which includes 6 University Hospitals with 10 365 beds. All Hospitals of Xinjiang Medical University are multidisciplinary and each of them uses elements of traditional Chinese medicine to treat patients, along with high-tech methods of European medicine.
 
The result of talks with the administration of Xinjiang University was the signing of the mutual agreement reflecting the following aspects of joint work:
1. Both parties send educational delegations to each other in order to strengthen exchange and cooperation.
2. Both parties send teachers and specialists to each other for lecturing and scientific exchange.
3. Both parties cooperate in the field of scientific research.
4. Both parties send students to each other for summer practical trainings.
5. Both partied plan to develop the educational process in the direction of traditional Chinese medicine in the framework of continuing medical education at OSMU.
6. Both parties are working to establish the Confucius Institute.
 
Dialogs in Chinese
OSMU doctors and scientists met with colleagues from Manchuria (China).
Omsk Medical University is preparing for cooperation with doctors of People’s Hospital in the City of Manchuria. The representative delegation of Chinese specialists consisting of 9 people headed by Hospital’s Director Sun LI visited our city in early November 2017.  The bilateral meeting was held in OSMU conference hall on November 1st, 2017.  
Quests from remote Manchuria had already been to Omsk, but it was their first visit to OSMU. As a host party, Interim Rector Vitaly OKHLOPKOV addressed the delegation of the staff of People’s Hospital. During his short welcoming address, head of the University introduced the University’s scientists and doctors to quests and told about the University’s activities, placing greater focus on fields of study of medical specialists and its international activity.
Mrs. Sun LI, People’s Hospital Director, in turn, revealed her intentions concerning cooperation to Omsk colleagues. “We have arrived in Omsk on behalf of the Government of Manchuria. Our aim is to start exchanging doctors and students between OSMU and our hospital”. 
After friendly talk exchange, quests were able to ask a number of questions to the host party. For instance, specialists of People’s Hospital were interested in the system of entrance exams, valid in OSMU for prospective university students, the organization of the educational process and what further medical education in the University involved.  
Before leaving the conference hall, Mrs Sun LI made an entry in the Book of OSMU Honorary Quests. After that quests went on an excursion around the University.
